1. The Senate has not consented [on war in Libya]. A resolution is different from a bill. This resolution [S.Res.85] is just expressing the opinions of Senators, saying what they hope will happen [in Libay]. But, a resolution has no force, it is just statements of goodwill. A bill, such as the American Reinvestment and Recovery Act, has force and affects laws internationally if need be.
